Administrators - Noel Harvey OAM (Chair), The Hon Hugh Delahunty and Karen Douglas 

Noel, Hugh and Karen were appointed by the State Government on 13 December, 2017.


Noel Harvey OAM

Noel Harvey OAM was appointed Central Goldfields Shire Council Chief Administrator by the State Government in December, 2017.

His 25 years’ experience in Local Government commenced in 1991 when first elected to the Shire of Kyneton. A Councillor from 1991 to 1995, Noel went on to be appointed Chief Commissioner for the Shire of Hepburn from 1995 to 1997 and a Councillor for the Shire of Macedon Ranges Shire from 1997 to 2003 and again from 2006 to 2009. He served as Mayor in 1993, 1994, 1999, 2000 and 2008.

Noel has been a board member of the Municipal Association of Victoria (1997/98) and Goldfields Library Corporation (1995 – 2003), Chairman – Timber Towns Victoria (1997 – 2001) and Member of Ministerial Advisory Council on Public Libraries (2000 – 2005).

He is a member of the EPA Enforceable Undertakings Panel (since 2012), Director Parks Victoria (2006 to 2012), Director and Deputy Chairman of Coliban Regional Water Corporation (2001 to 2012), Director North Central Catchment Management Authority (2002 – 2007) and Director of Sustainability Victoria (1997 – 2000) and Chairman of the Victorian Mineral Water Committee (1996 -2006).

Noel has 15 years of business experience in the tourism industry and is the independent Chairman of the Daylesford & Macedon Ranges Regional Tourism Board since 2012.

He was the founding Director of the Macedon Ranges and North West Melbourne Medicare Local from 2010 to 2015 and has been a board member and chairman of the Kyneton District Health Service.

In 2004, Noel was presented with an Order of Australia (OAM) in recognition of services to Local Government, regional Victoria and the community of Kyneton.

His interests include flying a powered parachute, and helped established a social enterprise supporting poor rural communities in northern Bangladesh.

The Hon Hugh Delahunty

The Hon Hugh Delahunty was appointed Central Goldfields Shire Council Administrator by the State Government in December, 2017.

Born in Murtoa, Hugh began his career as a farmer on his family grain and sheep property.

He went on to work for the Department of Agriculture and Rural Affairs after playing for Essendon in the 1970s.  

Hugh has participated in and coached many sports in the Wimmera and is a life member of the Murtoa Football Club.

He was a Councillor and Mayor for the former Horsham City Council (1987 – 1995, Mayor 1992/93), Chief Commissioner of Mildura Rural City (1995 to 1996), and the first Mayor and a Councillor of the new Horsham Rural City Council (1997 to 1999, Mayor - 1997).

Hugh was elected to State politics in 1999 where he represented the electorates of Wimmera from 1999 to 2002 and Lowan from 2002 to 2014. He served as Minister for Sport and Recreation and Minister for Veteran Affairs from 2010 to 2014.

Karen Douglas

Karen Douglas was appointed Central Goldfields Shire Council Administrator by the State Government in December, 2017.

A member of the Wimmera Catchment Management Authority Board since 2006, Karen held the position of Chair from 2011 to 2017. 

Karen is a member of a broadacre cereal cropping family farming enterprise at Beazleys Bridge, Gre Gre and Marnoo. 

She spent many years working as a librarian both in the local secondary college and later the Wimmera Regional Library, before joining J R Burns Accounting.

She was Deputy Chancellor of Federation University Australia from 2007 to 2015, is a member and past Chair of the Stawell Regional Health Board, and a member of McCallum Services. 

Karen was a Northern Grampians Shire Councillor for nine years, serving four terms as Mayor and was the inaugural Chair of the North Central Local Learning and Employment Network.  She represented the Shire on the Grampians Regional Waste Group, the Wimmera Regional Library Corporation and Lord Nelson Park.

Her interests, apart from her family and grandchildren, include corporate governance, strengthening opportunities for the region - especially for young people, and reading and music.

Election Campaign Donation Returns

An election campaign donation return is a record of significant gifts received by election candidates for use in the election campaigns.  These returns ensure public transparency about the level of financial and in-kind support give to candidates by individuals and organisations during elections. Below is a summary of campaign donation returns received from candidates in the Central Goldfields Shire Council Elections 2016 and the Flynn Ward By Election 2013, which includes the name of the candidate, the name of each person, if any, who made a gift to the candidate and the total value of the gift received from that person.
